Walk through ten agency websites in Kochi this afternoon and you’ll see the same thing on nine of them: a Google badge in the footer, usually near the “Trusted by 200+ clients” line.
Almost none of them tell you which badge it is.
That’s not always dishonesty. Sometimes the agency genuinely doesn’t understand the difference, or a designer pulled a badge image off the internet three years ago and nobody checked it since. But if you’re about to hand someone ₹50,000 or ₹5 lakh a month in ad budget, the difference between the two tiers is worth ten minutes of your time.
We wrote this because we get asked about it constantly during sales calls — usually phrased as “everyone says they’re a Google Partner, so what’s the point?” Fair question. Here’s the honest answer, including the parts that don’t flatter the badge.

The three tiers, plainly
Google’s partner programme has three levels, and most people only ever hear about one of them.
Member. You’ve signed up for the Google Partners programme. That’s it. No performance bar, no spend bar. A Member badge is essentially a registration receipt. Google doesn’t issue a public badge at this level, which is why you rarely see it mentioned — but plenty of agencies describe themselves loosely as “with Google Partners” while sitting here.
Google Partner. This is a real threshold with three requirement categories: certifications, spend, and performance. A company needs at least half of its eligible account strategists certified in Google Ads, a minimum amount of managed ad spend across its accounts over a rolling 90-day window, and an account health score above Google’s optimisation benchmark. Google checks these requirements daily — not annually — so a Partner badge should reflect current status.
Google Premier Partner. This is the tier that’s actually hard to reach. A company must first meet every Partner requirement, and then land in the top 3% of participating companies in its country, evaluated once a year.
The word “participating” matters, and most articles skip it. The 3% is measured against other agencies in the Google Partners programme in that country — not against every marketing agency in India. It’s still a narrow band. There are thousands of participating companies in India, and only a few dozen make Premier each year.
Google publishes the criteria in its own Partners programme documentation, and it’s worth reading the source rather than taking any agency’s word for it.
What Google actually measures for Premier status
This is where it gets interesting, and where the badge tells you something genuinely useful about how an agency operates.
Google has said the top 3% ranking is determined by factors including — but not limited to:
- Existing client growth — whether the agency grows the accounts it already has, measured through year-over-year ad spend growth among existing clients
- New client growth — whether the agency is winning new business, not just coasting on legacy accounts
- Client retention — whether clients stay
- Product diversification — whether the agency runs across multiple Google Ads campaign types (Search, Performance Max, Demand Gen, Shopping, YouTube) rather than only ever building search campaigns
- Annual ads spend — the total budget under management
Look at that list from a client’s point of view for a second. Retention and existing-client growth are the two heaviest signals, and both of them are hard to fake. An agency that churns clients every six months cannot hold Premier status, because the retention number catches up with it. An agency that keeps every client but never grows a single account also can’t hold it.
Product diversification is the quiet one. It means the agency has actually run campaign types beyond a basic search campaign — which matters more than it used to, now that Performance Max and Demand Gen carry so much of the volume in competitive Indian categories.
The part most agencies leave out: it resets
Premier Partner status is re-evaluated from scratch every year. It is not a qualification you earn once and print on your letterhead forever.
An agency that made Premier in 2023 and lost it in 2024 will, in our experience, quietly keep the badge on the site anyway. The badge image doesn’t expire on its own — somebody has to remove it. Nobody removes it.
This is the single most practical thing in this article: a Premier Partner claim without a year attached to it is worth very little. Ask which year. We say “Google Premier Partner 2026” for exactly this reason.
How to verify a badge in 30 seconds
You don’t need to trust anybody on this. Google runs a public directory.
- Ask the agency for the exact company name on their Google Ads manager account.
- Search that name in Google’s public Partners directory.
- Check whether the listing shows Partner or Premier Partner, and check the year on any Premier claim.
If an agency hesitates at step one, that’s your answer. A real badge holder will send you the directory link themselves without being asked — it’s the easiest trust-builder they have.
One caveat worth knowing: the directory listing is tied to a specific company entity and manager account. Agencies that operate under multiple brand names sometimes have the badge on one entity and market under another. Ask which entity will actually manage your account.
What the badge does not tell you
We’d rather say this than have you find out later.
It doesn’t mean your specific campaign will succeed. Premier status measures the agency’s aggregate performance across its whole client book. Your account is one line in that book. A Premier Partner with deep experience in ecommerce may be mediocre on your first hospital campaign.
It doesn’t measure SEO, web development, or social media at all. The programme is a Google Ads programme. An agency can be Premier on ads and genuinely weak at technical SEO or website build quality. If you’re buying an integrated package, evaluate those separately.
It rewards spend growth, which isn’t automatically your interest. Year-over-year spend growth among existing clients is one of Google’s ranking factors. That is a real, structural incentive to push budgets upward. A good agency resists it when the numbers don’t justify it. Ask directly: “Under what circumstances would you tell me to reduce my budget?” The answer is more revealing than the badge.
It’s not a guarantee of communication or service quality. Nothing in the criteria measures whether they answer your calls.
So the honest framing is: the badge is a strong filter, not a decision. It rules out the bottom of the market efficiently. It doesn’t rule in a particular agency.
What the badge genuinely gets you as a client
With the caveats stated, here’s what changes in practice when your account sits under a Premier Partner:
A named Google contact. Premier Partners get access to Google’s partner support and, at higher spend levels, an assigned Google strategist. In practice this matters most when something breaks — a disapproved account, a suspended merchant centre, a policy flag on a healthcare or finance ad. Going through standard support on those can take days. Going through partner channels usually takes hours.
Earlier access to beta features. New campaign types, bidding controls, and asset formats often reach Premier Partner accounts before general release. This is genuinely useful in a market like Kerala where local competition is often a release cycle behind.
Ad credits and promotional offers. Premier Partners receive promotional credits they can extend to eligible new client accounts. Worth asking about if you’re launching a new account — it’s real money.
Certified people, not trainees, on the account. The certification requirement means the agency has to maintain a certified bench. It doesn’t guarantee the senior person works on your account, which is why you should still ask who does.
Which questions to actually ask on the call
Skip “are you a Google Partner.” Everyone says yes. Ask these instead:
- “Are you a Partner or a Premier Partner, and for which year?”
- “Which company entity holds the badge, and is that the entity managing my account?”
- “Can you send me your Google Partners directory link?”
- “Who specifically will manage my account day to day, and are they certified?”
- “Will I own the Google Ads account, or will it sit inside yours?” — this one has nothing to do with badges and everything to do with whether you can leave.
Question five is the one that catches people out. If the agency owns your ad account, you lose your entire campaign history and conversion data when the relationship ends. Insist on ownership of your own account with agency access granted through their manager account. Any decent Google Ads management team will agree without argument.
